When we make the decision to commit to digital transformation, we expect it to be, well, transformational. Simpler logistics, cleaner data, less resource intensive and smoother assessment days.
Yet sometimes we find ourselves managing dual delivery routes, juggling proctoring platforms and live invigilators, chasing evidence across multiple systems and fielding candidate questions about how the technology works.
Workload hasn’t shrunk. At best it’s changed shape, at worst it’s increased.
Digital transformation does not automatically simplify assessment. Without deliberate design, it simply redistributes complexity. The question is whether that redistribution serves our programme or works against it.
Sometimes we discover too late that we have built a model that looks modern on the surface, but underneath is a patchwork of compromises. It shows up differently depending on the programme, but the patterns are familiar.
The Usual Suspects
Dual Delivery = Double Coordination
In-centre and remote exams give our candidates choice, but in practice that can also mean significant process duplication.
We configure centre-based and remote sessions separately. We follow different post assessment day workflows for those who sat in-centre and those who sat remotely. Candidate communications can become complicated, and we have to monitor two different event environments on assessment day.
The cognitive overhead compounds.
Our teams switch between platforms, reconcile data sources and handle route-specific incidents, all while trying to maintain the appearance of a single, seamless programme.
Preparation takes longer. Stress levels rise.
The Multi-Platform Trap
In a digital world, it is easy to think that every problem needs a different tool: content creation, delivery platform, proctoring solution, comms channel, reporting dashboard, evidence management.
Each solves a specific problem. But together, they can fragment the operating model.
Reconstructing the day’s events post-assessment often means pulling reports from multiple places, matching candidate data, manually collating various pieces of information and probably pulling it all together in a spreadsheet.
A simple candidate enquiry or incident investigation can become a multi-day scavenger hunt.
Over time there is a risk that our teams stop complaining about the workarounds, or we stop hearing them. Deep down we realise that, eventually, something will break.
Without Process, Every Incident is Bespoke
The more layers we build onto a process, the more things that can go wrong, not with the technology, but within the processes themselves.
Without clear, documented processes, every incident becomes bespoke, every problem eats up time.
Who decided that candidate A could switch to an alternate route? Why and when did we make the change to that question? Why did the in-centre assessment end four minutes before the remote one?
In well-designed programmes, these decisions are held in a single place and are based on a framework that lives in playbooks.
In reactive ones, they live in email chains, late-night WhatsApp messages or in someone’s head. The decisions still get made, but they drain capacity from actual delivery and introduce variance into what should be a controlled system.
Digital Doesn’t Automatically Mean Accessible
In an ideal world, digital delivery offers accessibility for all. In practice, it can introduce new barriers.
Candidates without reliable devices or sufficient bandwidth struggle before they’ve even started. Accessibility requirements that are manageable on a single platform multiply when spread across several. Remote invigilation tools can flag entirely legitimate behaviour as suspicious.
The result is that teams end up spending a disproportionate amount of time managing these cases rather than focusing on the assessments themselves.
Meanwhile, stakeholders, regulators and candidates are all demanding the same reassurance: that a flexible digital strategy still delivers reliable and equitable outcomes.
Evidence as an Afterthought
If post-assessment activity feels more like reconstruction than tidying up, something has gone wrong in the design.
If every route, every platform, generates different evidence types stored in different places, we are embedding avoidable operational risk.
Scrutiny is part of our job, but the focus should be on demonstrating that our decisions were sound, not whether we can reconstruct the evidence to show it.
A Design Problem, Not a Technology Problem
Done well, digital transformation improves assessment for everyone, organisations and candidates alike. When it goes wrong, it is rarely a technology failure, it’s much more likely to be a design failure.
Replicating legacy processes in digital form often feels like the sensible starting point, it’s faster to implement and easier to explain internally. But it preserves the inefficiency rather than eliminating it.
Similarly, building a technology stack around individual tools chosen for single functions rather than how they work together can feel like a practical approach. The result, though, is assessment programmes that look modern but operate much as they did in 1999, with added complexity on top.
What started out as digital transformation becomes digital complication.
What Good Looks Like
Good implementation isn’t more technology. It is deliberate architecture.
In practice, that means:
- On assessment days, staff have clear processes to follow, a single platform to work with and playbooks to help manage edge cases quickly and consistently.
- Evidence and audit trails exist by design: A unified data model means any event can be reconstructed across platforms, without manual reconciliation.
- Equity is deliberate: Candidate technical requirements are made clear upfront and checked in advance. Accessibility is embedded across routes. Support is structured, not reactive.
- The majority of scenarios that we face follow defined workflows. Known edge cases have predefined responses. Complexity is managed by design, not absorbed by staff.
Teams working this way find delivery more manageable and less stressful, stakeholders and regulators get coherent evidence, while candidates experience more consistency.
It Doesn’t Mean Starting from Scratch
If any of this feels familiar, it doesn’t mean digital transformation has failed. It more likely means the operating model has evolved over time without enough architectural oversight, and ended up carrying more complexity than it was designed for.
But simplification does not mean starting from scratch.
