Eight months into mandatory electronic STCW certificates, these contrasting experiences highlight a key reality: implementation success depends heavily on preparation and planning.
The IMO amendments MSC.540(107) and MSC.541(107) took effect in January 2025, officially removing requirements for physical seals and signatures while authorising fully digital seafarer documentation. 1. Netherlands Kiwa Pilot Programme
The Netherlands Maritime Authority began issuing STCW certificates, endorsements and renewals via the Kiwa eWallet app in mid-2024. The collaboration targets 400,000 Filipino seafarers and integrates with the Philippines’ MARINA Blockchain-Enabled Automated System Technology (BEST) platform launched in July 2024.

3. Singapore’s comprehensive implementation success
The Maritime and Port Authority of Singapore issued Circular No. 8 of 2024, implementing STCW electronic certificates with immediate effect. Singapore’s approach demonstrates how proper regulatory coordination achieves broad international acceptance, their certificates are now recognised by 62 maritime administrations globally.
What worked:
- Integration with international port state control systems
- Coverage of all STCW certificate types through a unified digital platform
- Government authority combined with international regulatory alignment
Challenges:
- Initial coordination required extensive diplomatic outreach to 62 maritime administrations

Recommendations for training providers
The early adopter experiences reveal five critical success factors for training providers planning digital certificate implementations:
- Focus on digitally ready markets where ports and flag administrations support e-credentials. With 64% of ports still requiring paper documentation, audit verification capabilities across ports, vessels and inspection points to ensure electronic seafarer certificates work everywhere they’re needed and maintain paper backup systems.
- Map the full document ecosystem: The Netherlands Kiwa pilot revealed important insights about implementation scope. When endorsements and renewals remained on paper while certificates went digital, it created confusion and reduced user confidence in the system. The Philippines MARINA’s comprehensive approach, covering 400,000 seafarers with all document types, created the scale and consistency needed for industry adoption.
- Establish governance frameworks by defining data-governance rules, encryption standards and integration needs in advance: The ICS/Lloyd’s Register/Philippines collaboration required “multiple adjustment rounds” to reconcile legacy systems because data schemas weren’t aligned upfront. Define technical specifications, security protocols and API standards before development begins, using established international frameworks as your foundation.
- Keep pace with interoperability standards by updating API connectors as EMSA coordination efforts and IMO MSC recommendations evolve: The Netherlands’ ISO 18013-5 mobile credential standards and Singapore’s IMO Guidelines compliance both demonstrate how aligning with international standards accelerates market acceptance.
- Maintain paper backups and budget for higher help-desk capacity during roll-out periods: Every implementation faced integration challenges: the Netherlands needed middleware for shipboard systems, smaller terminals lacked compatible scanners and the Philippines required 12 hours of additional training workshops. Plan for transition periods where dual systems operate simultaneously, and allocate significant support resources to handle the learning curve for both technical staff and end users.
- Integration-first platform selection: Choose systems offering pre-built connectors for existing LMS, crew management and booking systems rather than forcing complete technology replacement for electronic seafarer certificate management.
The road ahead
The clearest lesson from these experiences is that successful digital credentialing requires comprehensive planning and robust support systems. The organisations achieving the strongest results invested heavily in user support, infrastructure readiness and change management rather than simply deploying technology.
The benefits speak for themselves: five-second verifications, elimination of certificate fraud and global acceptance across 62 maritime administrations. But digital certificates are just the beginning.
